I could be wrong but I think that is the Commodities exchange and the WFC in the foreground in front of the lights, which would mean it was taken from Jersey City. Truth is, who cares? It's a beautiful shot.

on second thought, that is from Brooklyn. There are way too many buildings to the right of the lights for that to be further downtown.
